KIEI 2025 Summer Program in European Union Law

The KIEI’s 2025 Summer Program in European Union Law is designed for the Ukrainian government lawyers and policymakers, practicing lawyers and law students to increase knowledge levels in key areas of European law; to educate current and future leaders of Ukraine about EU law’s ever-expanding scope and requirements; and to help bring Ukraine in line with the EU’s acquis communitaire as swiftly and effectively as possible.  It is a 3-month, evening program that offers 1-2 lectures per week and covers the core areas of EU law, as well as certain specialized subjects of particular relevance to the Ukrainian economy. Upon completion, students will receive a Certificate in EU Law.

Flexible and Online Program Design

The program is designed to lower barriers to participation from staff and students alike, even under the daunting circumstances under which many Ukrainians live today. To allow students from all corners and from different Ukrainian universities to attend classes without need for travel from home or through unsafe areas, it is entirely online.  Understanding that many households have had to adjust their daily routines when family members were called to military service, we strive to keep time commitments for all within reasonable limits. 

EU-Wide Collaboration

The 2025 Summer Program is an EU-wide initiative.  In terms of professorial staff it is not tied to any particular Member State or any European university.  It is a joint effort of top EU law scholars and practicing lawyers throughout the EU and beyond, who have combined forces and decided to devote, on a voluntary and pro bono basis, their time towards a common goal:  to help Ukraine get ready for EU membership as soon reasonably possible.

Prof. dr. Jaap spier

Professor Spier is a renowned legal scholar specializing in tort law, with a deep commitment to global sustainability. He served as Advocate General at the Supreme Court of The Netherlands and held professorships at Maastricht University and Tilburg University. He is the founder and honorary president of the European Group on Tort Law and co-founded the working group behind the Oslo Principles on Global Climate Change Obligations. Professor Spier has authored numerous books and articles on tort, insurance, and private law. Since 2000, his focus has shifted to addressing global sustainability challenges, particularly climate change.

Amb. Rytis Paulauskas

Rytis Paulauskas is a Lithuanian lawyer and diplomat born in 1969. Educated at Vilnius University, the Fletcher School at Tufts, and Harvard, he has had a distinguished career in Lithuania’s foreign service. His diplomatic journey began in 1991 and included roles at the Council of Europe and Lithuania’s UN Mission in New York. Paulauskas served as Ambassador and Permanent Representative to international organizations in Vienna (2003-2008) and Geneva (2012-2016). He has also held several directorships within Lithuania’s Ministry of Foreign Affairs and chaired significant international groups like the UNICEF Executive Board. Since May 18, 2021, he has been Lithuania’s Permanent Representative to the United Nations in New York. In recognition of his service, he received the Order for Merits to Lithuania in 2002.
