New strategic partnership: Kyiv Institute for European Integration signs cooperation agreement with NSC Hon. Prof. M. S. Bokarius Forensic Science Institute

We are pleased to announce the formalization of a significant new partnership. On November 24, 2025, the Kyiv Institute for European Integration (KIEI), based in Dordrecht, The Netherlands, signed a Cooperation Agreement with the National Scientific Center Hon. Prof. M. S. Bokarius Forensic Science Institute (NSC) of Kharkiv, Ukraine.

This agreement marks the beginning of a framework for professional cooperation focused on scientific, informational, and analytical activities between our two institutions.

A Partnership built on mutual respect

The core purpose of this agreement is to establish a framework for friendly cooperation in scientific, informational, and analytical activities. By combining the expertise of the NSC in Kharkiv and the KIEI in Dordrecht, we aim to work together based on the principles of mutual benefit, partnership, and respect for the laws of both Ukraine and The Netherlands.

Key areas of collaboration

Under this new framework, our institutions intend to collaborate on a variety of high-impact initiatives, including:

  • Joint Research: Conducting joint scientific research and implementing collaborative projects.
  • Knowledge Sharing: Organizing joint conferences, seminars, and workshops to facilitate dialogue.
  • Professional Development: Enhancing staff training through internships and specialized workshops.
  • Publications: Exchanging non-restricted scientific information and preparing joint scientific or analytical works.

Implementation and future outlook

While this agreement serves as a general framework, specific activities will be defined in separate project plans that outline objectives and responsibilities. Both parties have committed to independent ownership of their pre-existing intellectual property while sharing the rights to publish results from joint research efforts.

The agreement is effective for an initial five-year term. It was officially signed by Olav Graf Beissel von Gymnich (representing Kyiv Institute for European Integration) and the representative for the National Scientific Center.

We look forward to a productive future of cooperation and the advancements this partnership will bring to the scientific community.

Professor Nikolai Sergeevich Bokarius

Professor Nikolai Sergeevich Bokarius (1869 – 1931) stands as a foundational figure in the history of Ukrainian criminalistics, celebrated for pioneering the integration of medical science into legal investigation. Serving at the Imperial Kharkiv University, he was instrumental in shaping the academic structure of the discipline during the early 20th century. Starting in 1905, Bokarius moved beyond traditional instruction to introduce specialized practical courses, including the “Technique of Forensic Autopsies” and “Microscopic and Microchemical Researches of Material Proofs.” His innovative approach culminated in 1920 with his course on the “Technique of Crime Investigation,” which formally cemented the subject within the legal curriculum. By grounding criminal investigation in natural sciences and rigorous analysis, Bokarius established the critical field of medical criminalistics. His legacy endures as a testament to the scientific evolution of crime-fighting in Ukraine, marking the shift from theoretical law to practical, evidence-based forensic methodology.
